Noise Management Policy

Our Approach

Walton Village Hall is a community venue located within the heart of a beautiful rural village. The hall is enjoyed by local residents, community groups, charities, families, businesses and wedding parties from across the wider area.

We are proud to host celebrations, weddings, parties, community events, wellbeing activities and social gatherings that bring people together and create lasting memories.

Most visitors recognise and respect the peaceful village setting in which the hall is located. Equally, we recognise that village life includes community events, celebrations and occasional gatherings. Our aim is therefore not to prevent enjoyment, but to balance the needs of hall users with the reasonable expectations of our neighbours.

This policy sets out a practical and common-sense approach to managing noise whilst allowing events to take place successfully and responsibly.

Working Together

The Walton Village Hall Committee does not wish to interfere with celebrations, weddings, parties or community events. We want every hirer and their guests to enjoy their event and create lasting memories in a welcoming and enjoyable environment.

Most events take place without any issues and our experience is that the vast majority of hirers are considerate and respectful of both the venue and our neighbours.

However, from time to time, a member of the Village Hall Committee or a Hall Representative may approach the hirer, event organiser, DJ, band or entertainer to discuss noise levels. This should not be viewed as criticism or an indication that the event is causing a problem. Rather, it is part of our responsibility to help ensure the venue remains a valued community asset and maintains positive relationships with neighbouring residents.

We therefore ask hirers and their guests not to be offended if a committee member raises a concern or requests a small adjustment to music volume or guest behaviour. In almost all cases, a simple conversation is all that is required and allows everyone to continue enjoying the event.

Our aim is always to work collaboratively with hirers to find a sensible balance between creating a fantastic atmosphere and respecting the peaceful character of our village setting.

Responsibility

The person hiring the hall is responsible for the behaviour of all guests, contractors, entertainers, suppliers and visitors attending their event.

The hirer is expected to take reasonable steps to ensure noise levels remain appropriate throughout the duration of the booking and when guests arrive and leave the premises. This responsibility extends to the hall, marquee area, grounds, car park and surrounding areas.

Noise Management Zones

To help manage noise effectively, Walton Village Hall operates three noise management zones.

Zone 1 – Inside the Village Hall

The main hall is the primary location for amplified music, entertainment, speeches and celebrations.

Provided noise remains reasonable and respectful of neighbouring properties:

  • Live music, DJs and amplified music are permitted within the hall.
  • Sound systems should be directed into the hall and not towards external doors or windows.
  • Hirers must comply with any request from a Trustee or Hall Representative to reduce volume if concerns are raised.

The committee recognises that weddings, parties and celebrations naturally create noise and atmosphere. Normal event noise generated within the hall is generally considered acceptable when managed responsibly.

Zone 2 – Marquee and Event Structures

The hall recognises that marquees form an important part of weddings, celebrations and community events and can provide a fantastic extension to the venue.

However, due to their temporary nature and reduced sound insulation:

  • Background music and entertainment are permitted within marquees.
  • Excessive amplification should be avoided.
  • Speakers should be positioned away from neighbouring properties where possible.
  • Marquee sides should remain closed during evening entertainment where practical but we appreciate this isn’t always possible or practical
  • Event organisers should regularly monitor sound levels outside the marquee.

The committee reserves the right to require noise levels to be reduced if they are causing unreasonable disturbance.

Zone 3 – Car Park, Courtyard and External Areas

The car park and surrounding external areas are the locations most likely to create disturbance for nearby residents.

Guests are therefore asked to:

  • Respect neighbouring residents at all times.
  • Avoid shouting, singing or loud gatherings outside.
  • Keep conversations at a reasonable level during the evening.
  • Leave the venue quietly at the end of an event.
  • Minimise vehicle engine noise where possible.
  • Avoid unnecessary sounding of horns, loud music from vehicles or repeated door slamming.
  • Any music played within external areas should be limited to low-level background music only.
  • Disco-style music, amplified entertainment, DJs, live bands and high-volume speakers are not permitted within the car park or external areas.

Event organisers should encourage guests to move inside the venue rather than congregating in the car park or entrance areas.

Evening Events

Walton Village Hall recognises that weddings, parties and celebrations naturally involve music, entertainment and socialising, all of which contribute to a successful event.

To support both successful events and good neighbour relations, the following conditions apply to all evening bookings:

  • Amplified music within the hall and marquee must cease by 11:00pm.
  • Guests may continue to socialise quietly after 11:00pm whilst making arrangements to leave the venue.
  • Increased consideration should be given to external noise levels after 9:00pm.
  • Event organisers should take proactive action if noise levels become excessive.
  • The venue, including the hall, marquee, grounds and car park, must be fully vacated by 12:00 midnight, unless otherwise agreed in writing by the Village Hall Committee.

These arrangements allow events to continue successfully whilst recognising the residential nature of the surrounding area.

Community Spirit

Walton Village Hall is run entirely by volunteers for the benefit of the wider community.

We believe it is possible to host fantastic weddings, memorable parties and successful community events whilst also respecting the character of our village and the needs of those who live nearby.

By working together and applying common sense, we can continue to ensure that Walton Village Hall remains a welcoming venue for everyone to enjoy.

Thank you for helping us maintain this balance.
